The Tier Effect sells for a guaranteed amount at any CONCORD station, and ranges from ~1 million isk for a 1/10 to 135 million isk for a 10/10 (only found in 0.0 space). The isk comes in the form of a "commander" spawn or shootable structure in the final room of the site that drops a guaranteed item called an Overseer's Tier Effect, and then some RNG faction/deadspace loot, including pirate faction ship blueprints. About upgrading, I think I touched on this earlier: the general upgrade path is T1 Cruiser -> Navy Faction Cruiser and/or Pirate Frigate -> Pirate Cruiser, or possibly HAC. I do FW in my spare time when I have a nice buffer of ISK in the bank - around 500m ISK uncommitted is the rule I play by. Combat exploration can be lucrative and exciting, but sometimes you just need a break - factional warfare or wormhole exploration, for example.
